I still think its my home state, IL.
Besides Foodwall looking like downtown Chicago under the Loop, in the intro video it mentions the Daily Herald, which is a Local Chicago Paper.
Most of the addresses are connected to Chicago in some way.
Although it could be New York, Texas, and California too. New York would kinda work for foodwall, Fairview I believe is a city in Texas, and there are license plates of those three states all around Victory and a couple other maps if I remember right.
But I still think its IL.

To clarify, our little SWAT team operates in one of the 50 states. There is something in-game that plainly says what state the events are occuring in

I guess that means the SWAT team has to be the FBI instead, so they can cross state lines with impunity
